When People Stop Speaking Up, Agency Is Already Shrinking: The Hidden Loss of Human Agency

One of the earliest signs of organisational decline is not poor performance.

It’s silence.

People stop challenging.
Stop questioning.
Stop offering ideas.

At first glance, everything can appear calm.

Meetings run smoothly.
Decisions are accepted.
Conflict seems to disappear.

But underneath, something important may be changing.

People begin to believe their contribution no longer matters.

And when that happens, agency starts to shrink.

Not because people have become less capable.
Not because they care less.

But because experience has taught them that speaking up changes very little.

Over time, people learn what is welcomed, what is ignored and what is risky.

Eventually, many simply stop trying.

The result is an organisation that loses access to some of its best thinking long before performance indicators begin to show a problem.

For me, the question is rarely:

“Why aren’t people speaking up?”

It’s often:

“What have they learned about the value of their voice?”

Because when people stop speaking up, agency is already shrinking.
